A number of global practices on the individual and organized expression of democratic rights in free space have been trampled upon in Uganda and instead replaced with repressive practices including civil space restrictions, office break-ins and vandalism of CSO premises, silencing the media to curb the flow of information, targeting of private radio stations, use of restrictive legislation to stifle fundamental freedoms and growing intolerance towards peaceful assemblies among other restrictions. These are in direct contravention of international resolutions During the project lifetime, at least 10 L&A resolutions (Uganda-3, Kenya-3, Ethiopia 2, Sudan 2) are targeted by 2025. 2. Aspiring young and women political and civic leaders are influential actors of change # of women and youth involved in politics who feel they are able to participate in decision-making processes According to the collected data in Uganda, only 18 out of a sampled 80 representing 23% of women feel they are able and have what it takes to meaningfully participate in decision-making processes. These argued that while there are existing interventions targeting women participation in policy and decision making processes, they are not systemically connected and often key actors engage at the tail end and not work through the whole continuum. In as far as policy implementation is concerned, in addition to women leaders having technical expertise, they also need to intervene along the whole continuum. These also assert that if women leaders were engaged in all processes of decision making, they would be in a position to participate and meaningfully influence these processes to ensure that women issues are integrated from the onset. This is problematic as it then becomes almost impossible to influence decisions at the tail end of the financial process. In Ethiopia, the current trend shows that women and youth in political parties are not influential actors, though we observed encouraging changes in the political career development of EDAC alumni members who were trained by NIMD Ethiopia on other projects. This seed of capacity development needs to be supported by follow up actions by POD In Ethiopia, Kenya and Sudan the programme targets 20 women and youth in each country. The Chairperson of the Women’s league for DP also observes that the initially intended interventions have also been hard hit given the economic crisis that COVID19 has plunged the global economy in.
